The AI Horizon Accord began with a simple conviction: that the most transformative technology in human history should be guided by the values that make us human. Here is the story, and the resources to carry it forward.

Our story

Why we wrote it.

We are living through the arrival of a new kind of mind — the first intelligence on Earth that is not born of biology. It will touch every part of life: how we work, learn, heal, govern, and one day, how we live among the stars. Such power can deepen human flourishing beyond anything we have known, or quietly erode the very things that make that flourishing worth having.

The Accord exists to make the choice deliberate. Rather than hope that good values emerge on their own, we wrote them down, in the open, as a covenant any builder, institution, or nation can stand behind — on Earth and on every horizon beyond it.

It is not a finished thing. It is a beginning, and an invitation.

What people ask.

Is the Accord legally binding?

The Accord is designed to be adopted — as institutional policy, national regulation, and engineering practice. Its force comes from broad, voluntary commitment and the accountability structures signatories agree to uphold.

Who is behind it?

A coalition of researchers, ethicists, technologists, and civil-society voices, stewarded by the Horizon Council. It is intentionally non-partisan and not owned by any single company or government.

Does it slow down innovation?

No. The Accord sets a floor of safety and accountability so that progress is trusted, and trust is what lets progress endure. The fastest path forward is not the one that outruns public confidence — it is the one that earns it. Most builders already aspire to these principles; the Accord simply makes them shared and visible.

Why include space and other worlds?

Because autonomous systems will reach those worlds before comprehensive law does. Building the principles now means we carry our values outward by design, not as an afterthought.
